i think that this is the kind of explanation that i was seeking.
however, aren't there other protocols to do the stuff that you 
mentioned?  for instance, user authentication would use radius, chap, 
pap, &c., while ip address assignment would use dhcp.  i'm not sure
what types of protocol use negotiation would be done.
