Indexes in LES MIB

Hi,
Following is a brief quote from LES MIB:

lesBusTable OBJECT-TYPE
           .
           .
           DESCRIPTION 
           "This table contains the BUSs paired with the LESs
           found in the lesConfTable....."
           ::= { lesConfGroup 4 }

lesBusEntry OBJECT-TYPE
          .
          .
          INDEX { lesConfIndex , lesBusConfIndex }
          ::= { lesBusTable 1 }

LesBusEntry ::=
            SEQUENCE {
                  lesBusConfIndex
                     BusConfIndex,
                   lesBusAddress 
                     AtmLaneAddress
                    }
lesBusConfIndex OBJECT-TYPE
            .
    MAX-ACCESS  not-accessible
           .
           .
             ::= { lesBusEntry 1 }

The question is why is this lesBusConfIndex being made "not-accessible"? 
Further even the second index of this table
lesConfIndex is "not-accessible".So now how can I uniquely pair
a BUS with a LES ? ( That's not all : nearly all  such indexes
in tables of ELAN/LES/BUS MIBs are "not-accessible".Am I missing
something ? )
