I think it's a wonderful first step.  Of course, the next step is to
subsume SONET/SDH as well.

IP over SONET/SDH is done by means of PPP over SONET/SDH.  See RFCs
1619, 1661, 1662, and 1332.  There are also a few Internet Drafts
(I-Ds, sort of a prototype RFC) for enhanced PPP-over-SONET operation.

You can get both RFCs and I-Ds from http://www.ietf.org/.

There is a group (composed mostly of cisco) that is working on
IP-over-fiber without ATM or SONET/SDH.  It's called the Optical
Internetworking Forum, and you can read more at http://www.oiforum.com/.
