Is LECS optional?

Hi,
Going through the LANE v2 spec,I got the impression that the LECS
is a mandatory part of LANE Service.In fact,one of the states that
a LEC goes through before it becomes "operational" is "LECS Connect".
But going through the LEC MIB ,Quote 
"
lecConfigMode OBJECT-TYPE
             .
             .
      DESCRIPTION
          ".....In manual mode(2),management tells the client ATM 
address of its LES and the values of other parameters...."
it looks like the LECS is optional.What is the correct position ?
