GDC has an AAL-5 MPEG2 codec in their soon-to-be-announced MAC-500
product - a small access concentrator with a full encode/decode codec
with 10/100BaseT via DS-3 or OC-3c uplink in the first release (May),
and a two-port decode only, one-port encode/decode codec, and up to 4 T1
IMA uplinks. They're looking for beta testers now (go to their web
site, www.gdc.com, for more info.

As far as an IP interface, try VBrick - they just recently announced a
LAN-oriented product.
