OAM cells are also used to measure cell loss ratio's per VP or per VC.
An OAM cell contains in this case how many cell's have been sent. The
receiver can compare this with how many cell he actually received. The
difference is lost somewhere in the network.

Cell loss is an important quality parameter in ATM. (at least for CBR,
VBR and ABR services).
