I have experienced the same problem before, in my case, it has something to
do with  ICMP Router Discovery Protocol ( IRDP ). In Windows98, this
feature ( IRDP )  is enabled by default.
This causes some of my PCs, with Windows98 or Winsock2 installed, to lose
its gateway in approximately 30 minutes. ( The default holdtime for IRDP ).

This was caused by having more than one router connected to the same
segment, with IRDP configured on its interfaces. In my case, I have two
Cisco Routers that is running HSRP on its ATM interfaces, as well as IRDP
configured on the same interfaces. TO cut a long story short, I changed the
default settings for IRDP to the following settings:


default setting     new setting
 a. mininum advertisement interval (sec)
450                         45
 b. maximun advertisement interval (sec)
600                         60
 c. holdtime
1800                         60
 d. preference
0                        200
