Why AAL2 Signalling?

Dear All,

Why do we need AAL2 signalling protocol Q.2630.1 ?
We already had signalling protocol for SVC on ATM.
I think we only need to add some information elements on existing
signalling (Q.2931, BSSAP, GSM08.08, ...).

For example, we can establish AAL2 connections if we have CID in Q.2931
AAL Parameter.

I can't understand why everyone talk about AAL2 signalling..
and, I wonder about the history of the AAL2 signalling..

Who knows?
Please, explain why and tell me some sites having informations about
that...
