MBS setting

How to determine if MBS setting is enough? Our vendor said that the setting
of the ethernet port at NIU is
PCR = 10Mbit/s
SCR = 800kbit/s
MBS = 64 cell

Is that reasonable? How to determine it? Is it enough for internet access
via this port for multi-users?
