I guess the difference is one of guarantees. With VBR, you are
theoretically supposed to be able to achieve your PCR whenever you need
it. With ABR, you will not be able to count on this. With ABR, all you
can _count_ on is the that MCR will be available.

With UBR, of course, you can't even count on that. UBR is like ABR with
MCR set to 0.
