That would make sense, but head-of-line is used more often, at least
by the people I hang out with and/or what I read.

It's often abbreviated HOL.

I got curious and asked AltaVista.  It may not be an unbiased sample,
but it's quick and easy to do.

word count:
  head of queue blocking: 13;
  HOL blocking: 202;
  head of line blocking: 240
