Hope that I am writing to the appropriate group. If not, 
please advise the concerned group(s) thanks.

My problem is following:
 
I need to provide service to a multi-tenant building "B". The 
 access router "A" has just two 100 BaseFx interfaces; one for 
 ingress and other for egress. I need to add an additional 
 router/switch "C" in order to serve the multi-tenant building 
 so that connectivity can be made as shown below.

 I am looking for an access router/switch to work as "C" with 
 following two requirements:
 
 1) "C" has multiple ports at 10/100BaseTx (towards tenants) 
 and has a 100 BaseTx/Fx (towards router "A"). 
 2) It should be possible to configure the different access 
 speeds for different tenants. For example (considering all 
 tenants at 100Mbps), tenant1 has an access up to 50Mbps, 
 tenant2 up to 30Mbps and tenant3 up to 20 Mbps (totaling 
 100Mbps for outbound traffic). Additionally, access limits 
 for different tenants can be configured remotely through a 
 management center or via a web interface etc.
 
 I would really appreciate if you can suggest me a product that can perform
the functions of the node "C" in my
