We had this same problem and went through all the iterations with FORE to solve
it.  I was having problems with CES T1s carrying video.  I set up SRTS and it
helped some.  It turned out to be  bad DS3 card in one of the switches and the
only way we found it was swapping out cards.  FORE couldn't explain it but they
accepted it.
