Question on ATM bandwidth

Dear all

I have a simple question on ATM bandwidth.

Let say, the upstream bandwidth is 55Mbps and the downstream bandwidth is 60Mbps.

Does it mean that the available bandwidth of a ATM OC-3 (155Mbps) is 40Mbps?
