well, i think you are mixing two different things here.

the signalling transport converter is typically one or more layers above the AAL-2 or AAL-5 layers.

for instance, Q.2150.1 uses the following stack:

          STC (Q.2150.1)
          MTP-3b
          SSCF-NNI
          SSCOP

while Q.2150.2 uses the following stack:

          STC (Q.2150.2)
          SSCF-NNI
          SSCOP

now, you can ask yourself "what do i put SSCOP on?".

Q.2150.2 recommendation gives you an example of SSCOP being carried on top three different stacks:

                SSCOP                     SSCOP
   SSCOP        SSSAR/SSTED (I.366.1)     Q.2119
   AAL-5        AAL-2 (I.363.2)           Frame Relay


so, the answer is yes, you can carry AAL-2 signalling on top of whatever you want. complicated...
