That is, for the time being, we should adjust to the reality of
inscalable multicast by minimizing topological mismatch so that we
don't need cut-through.

Adjusting to the reality is OK.

My question is, what's wrong if the reality is, somehow, improved?

Then, we don't need adjustment.
