to a document that discusses this in the ISSLL context?

well, this is of interest to both ion and issll and we would
like to see a unified effort (speaking for myself).  In ion the
best effort service is empahsized whereas issll is interested
in enhanced Qos.   I want to make sure ISSLL has not
diverged on possibilities for best effort service.  (I don't think
this is happening, but here is glue-mail)_
