Working group last call: RFC 1490 update

The next revision of the RFC 1490 replacement is now available:

There is only one change from -01, two new paragraphs added at the end
of Section 6 for explicit support of multiple IP addresses mapped to a
single Frame Relay DLCI (this has always been implicitly supported).

Since it has been pretty stable for a while now, rather than waiting
until after the IETF, I am issuing a working group last call to
expire Friday 12/6 (the Friday before the IETF meeting).  The purpose
is to advance RFC 1490 to a Standard (from Draft Standard).  It will
be forwarded to the IESG following the IETF meeting.
