If all the switches can support merging, yes.

But, as you have shown worksarounds in section 15,
that's an unrealistic assupmtion.

Moreover, O(n) is already TOO bad.

With MTU of 9120 and 10K egress routers (N=10K), 16 port switches
must have 1.5G bytes of buffers.
