Minor (mostly editorial) changes:

- Global change "ITU-TS" to "ITU-T"

- "Recommendation" is capitalized

- change "ATM Forum UNI 4.0 specification [19]." to "ATM Forum Signalling 4.0 
specification [19]".

- change "SVC call management signalling is performed via implementations of 
the UNI
3.1 protocol [7,9]." to "SVC connection control signalling is performed by the 
UNI 3.1 or Signalling 4.0  protocol."

- change  "...the VC path via UNI 3.1 as part of call setup establishment" to 
"...the VC path via UNI 3.1 or Signalling 4.0 as part of connection 
establishment"

- Would it be a problem to change "This memo recognizes that end-to-end 
signaling within ATM may allow negotiation of encapsulation method on a per-VC 
basis."  to "For SVCs, non-default encapsulations may also be negotiated using 
the UNI 3.1 or Signalling 4.0 protocol."?

- change  "the ATM Forum's User-to-Network-Interface (UNI) signalling permits

- Title of reference [19] is "ATM User-Network Interface (UNI) Signalling 
Specification Version 4.0"
