This last issue is probably self-correcting.  I suspect that those ISPs
who refuse to even consider ATM due to its overhead will loose out
to those ISPs which perform a cost/performance analysis and select the
most cost-effective wide-area services.

(I actually have some private e-mail where an ISP complained that
he was "forced" to use ATM because it was more cost-effective than
point-to-point SONET links.)
