I introduced/borrowed it for ipmc-03 to abstract away from
the unicast LIS. In the context of ipmc-04 it is not meant
to relate to any terms that may be used in idmr documents.
Its definition is the set of ATM interfaces that are willing
to participate in direct, ATM level multicasting. In practice
a MARS cluster is effectively a 'domain' from the idmr perspective.
