SVC Client Validation (Page 11 of RFC1577)

Hi,

On page 11 line 10 of RFC1577, it is written that:

   In the case of an SVC, the client validates the entry 
   by transmitting an ARP_REQUEST to the ATMARP server
                                                ~~~~~~
   and updating the entry on receipt of an ARP_REPLY.


I was wondering if it would be better to send the request 
to the other end station, with open VC, rather than sending it
to the ARP server.  

Because if the ARP server is down, this validation 
scheme makes a working connection to die for no good
reason. 

Even if we have multiple arp servers or other
robustness schemes are placed for arp servers, it may 
still be better to change this way of validation.
