draft-smith-ipatm-bcast-01

Tim Smith has made the request to me that the WG consider the material
presented in draft-smith-ipatm-bcast-01 be added to the work plan of the
ipatm group.  As such, I need to start some discussion and reach WG
consensus on what the WG wants to do with the work.  The author has
requested that we consider proposing the I-D as a separate work.  I will
reserve some time on the Dallas agenda for this, if we don't reach some
consensus before then.
