ipv6++ charter update

time to rework the work plan and milestones to include the IPv6 work and
to match a better degree of reality."  That is, I prefer to handle the
work plan bashing at the wg meeting in person with everyone and to fix
the temporal problems then.

Right now, I'm mostly concerned about comments on the charter statement and
not the goals and milestones part.  Thanks for you comments though.
