MARS last call: packet formats

Since we are in last call, can someone just summarise for the
list the arguments that lead to MARS extending the control packet 
formats from ATM-ARP in RFC 1577, rather than those proposed for use in 
NHRP. In particular, 

a) was this a technical decision or merely a procedural one? 
b) are any previous technical arguments altered by the fact that
    NHRP is no longer encapsulated as an IP packet in its latest
    incarnation?
