I've updated the cure for insomnia - ipmc-07 is now ipmc-08.

This revision incorporates a number of substantial changes
hammered out on this list since mid-September. The MARS packet
format has changed to incorporate a two-part ar$pro field
(ar$pro.type and ar$pro.snap) to over Ethertype, NLPID, and
SNAP based protocols. This has also impacted on the extended
encapsulations in the data path, including the addition of
an 8 octet source ID mode (with text defining and restricting
its use).

Substantial changes have also been made to the description of
the MARS control message format. There is now a more explicit
fixed header section, with pre-defined hooks in there to
allow/encourage re-use of this material in experimental,
IETF, and non-IETF work (okay, I mean the ATM Forum).

(Sections 4.2, 4.3, and 5.5 relate most closely to the preceding
comments.)
