Alternate Encapsulations/Signals for IP on AAL5

of course - yo uare right - i really meant we need a set of mechanisms
one bit (aka piece) of which would be a congestion signal from below
IP to above, another bit of which would be a "partial loss" signal...
in both cases, enumerating detail (e.g. a bitmask for which cells are
missing, or a "hole:offset+length" list, and a SCR+MCR indication)
would of course help....
