Having just internally gotten through trying to use SNMP as a database
synchronization protocol, let me suggest that SNMP (v1 or v2) is the
wrong hammer for that nail.  

One might suggest that while wrong for maintaining synch, maybe it would be
good for getting initial data.  In fact, that was the circumstance that
caused us the most trouble.

And our problems were with an implementation, including the SNMP part,
which had been designed from the beginning to handle this.  SNMP is 
normally handled at very low priority in many implementations, and
hence can take a long time (on this scale) to do anything.  GetBulk
and the rest of SNMPv2 help some, but I would still strongly recommend
staying away from that.
