My question is to ask the time to take the processes.
 		ST-II agent processes a control packet 
 		ST-II agent processes a data packet
 		ATM signal creates a VC within LIS and between LISs
		The Delay to transfer a packet between nodes.

I know that the implementation of ST-II DONOT use the NHRP
for address resolution. And the NHRP can't return the address of 
the target which is not in same NBMA network.
But the ATM signal establish VC between endnodes which is not in same MBMA.
