Just to clarify here, I presume you are using 'layer 3' to
refer to a device that is aware of AAL_SDU boundaries?
(I only mention this because the minimal MCS in the MARS model
doesn't need to be aware of _what_ is contained in the AAL_SDUs
it is reflecting - IPv4, IPv6, whatever, and so on some accounts
is perhaps more layer 2ish [on the basis that its really an
AAL layer reflector].)
