CR-LSPs question

Hello all,
I am rather confused by the way CR-LSPs are defined; according to drafts
this can be done either by the administrator or dynamically.
If I have understood well dynamically means that the administrator
defines only the QoS attributes and the CBR mechanism finds the
available path. Is it true?
