Ken,

 For the loopback of the PE (/32), you can't summarize.
 For the PE-CE links, you can't summarize in the VRFs
 since you would end up with conflicting summaries in
 the management VRF.
 If you summarize outside the VRFs you loose the
 labels associated with the subnets and would
 required another lookup on a box that created the
 summary and hopefully has all non-summarized
 subnets. i.e. you need a box that has all the subnets
 in the same routing table (which is usually the mgmt
 routing table).
