mpls exp at PE - honoring in a CSC environment

In a 'normal' MPLS environment default action at ingress PE is to copy IP
prec to mpls exp.  Additonally, I can use a traffic-policer to set exp and
honor existing IP prec or DSCP value.  However, in a
Carrier-supporting-Carrier environment how does the set-mpls-exp inbound
deal with the label stack?  Does it set exp in the inbound label header and
then copy to the top label for transport through the P backbone; do I have
options to just set the top label header exp-bits so I honor the C-imposed
exp value?  I'm basing this on current 12.0.x(ST) code for 7xxx/12xxx and am
aware that developments are afoot in the next few releases for increased
functionality in this area...
