LSP Pre-Emption and Priorities

Hi All,

Can we do Pre-Emption regardless of the reserved bandwidth just by changing 
the set up  & holding priorities ?

Let’s say I established 2 LSP tunnels both have same 100M bandwidth, but the 
set up & holding priority of LSP Tunnel 2 is better (0,7) than LSP Tunnel 1 
(1,4). Which LSP shall take precedence ? I believe LSP Tunnel 2, is that 
correct ?

Please confirm.
