mpls-vpn problem on tag

Hi all,

My setup is:

ISP A <-- inter-AS --> router1 (7500) <--- FE ---> router2 (7200) <--> CE

router1#sh ip b v a t
   Network          Next Hop      In tag/Out tag
Route Distinguisher: 12345:1000
   10.114.10.0/30   1.5.2.2       38/101
   10.180.9.0/24    1.5.2.2       40/102

router1#sh mpls for la 38
Local  Outgoing    Prefix            Bytes tag  Outgoing   Next Hop    
tag    tag or VC   or Tunnel Id      switched   interface              
router1#sh mpls for la 40
Local  Outgoing    Prefix            Bytes tag  Outgoing   Next Hop    
tag    tag or VC   or Tunnel Id      switched   interface


My VPN is down and I suspect it is due to the above (no info about tags 38 and 40 in tag-forwardin table).  Can anybody give me some clues?
