In cell-mode, the labels are nothing but PVCs, which can be quite limited (depending upon the platform). Hence, downstream-on-demand and conservative label-retention are required to use this limited PVC space appropriately. Whereas, frame-mode doesn't have such limitation since frame-mode uses 4-byte field for labels. Hope that helps.
