For the 7600 OSR, its Martini support is Ethernet VLAN. For local 
customers you could do Ethernet switching.
For ATM of FR over MPLS using GSRs or 7500 (I am not sure if both 
support both) but a Cisco router can do FR switching. Not sure about 
ATM. 
In a Riverstone you can do Ethernet switching as well as Martini 
Ethernet or Ethernet VLAN.
In Extreme and Foundry should be similar. 

By the way, in the case of Juniper I would not say that doing local CCC 
is a propietary thing, or at least, is as propietary as an ATM switch 
doing ATM switching, or an Ethernet swicht doing Ethernet switching.

Each vendor has its limitations of course, and its price :o).
