Question on timeout in martini draft for atm

Hi :
   I wanted to know how does the martini draft proposes to handle the timeout for the VPC/VCC cell relay service ? As i could see in the drafts, there is only mention of the max number of 52 byte atm cells that can be packed in a single mpls frame....Is it left to the vendor to implement any sort of timeout mechanism and pack the mpls frame after a certian time limit and not wait for the max number of cells to show up at ingress ? Does the AAL5 encapsulations vary from the cell relay service in tha respect ?
   Any help ?
