the MPLS idea is the logical continuation of the MPOA works...if IP its the L3 master, it's valuable to work on an IP over ATM approach...and why not over an IP over whatever L2?. MPLS wants to be the natural complement to IP, because MPLS can do better certainly things that IP can?t do (i'm refering to the fish problem, as an example, or more sofisticated TE problems). In advance, MLPS uses IP routing in order to construct the LS tables, and ATM has it own mechanisms to construct such a table (tipically, a manual configuration). Enhance ATM to work together IP routing its a good idea, but make IP work with all L2 Technologies (solving the clasical problems of IP routing, all in one) its a better idea.
