The main objective of VPN-SC for MPLS (there is another part for 
IPSec) is provisioning over an existing MPLS network running.

  VPN-SC provides some additional tools can be used for configure PE, 
but this has to be understood as manual mode, that is, out of any 
automatic procedure and with no "logical reflect" in the database, 
related with the customer VPN itself.
