Right, VRF selection is based on Radius attribute coming from L2TP Tunnel
End-point (LNS)
or  configured statically in the router, but with Radius is more scalable.

There're 2 Radius implementation that can support it, one from IETF RFC and the
other
one from cisco proprietary attribute.
