If you are planning to provide VPN service to an ISP customer, who has 
various PoPs, then you may want to consider "Carrier Supporting Carrier aka 
CsC". Take a look at the following link

If you are planning to serve a VPN customer which is connected to various 
providers including your's, then you may want to consider "Inter-AS".
