hello Hee Woong,
One of the ways of connecting ISPs/Carriers is using Layer 2 VPNs. You can literally connect any to any network using L2 VPNs. Draft Martini explains abt these.

Mahant

This is Hee Woong, Park of Samsung Networks located in Seoul, Korea. I am responsible for the MPLS and IPSec VPN service development and Business Planning. Our company have launched the MPLS VPN services last year, and now we are considering about the connection between ISPs with MPLS VPN network. So I am wondering that how do we config inter-ISP with MPLS VPN backbone to extend our VPN coverage.
The details which I want to get some information are as follows. First, the technologies to connect between the ISP/Carriers with MPLS network. Second, the cases of current ISPs configuring such connections and their technological methods.
I am so grateful if you answer above questions through e-mail or web-site.
I am looking forward to seeing your reply.
Thank you. Sincerely.
