Ercan,
1)In case-2, are you sure the packets are going thru
tunnel123? COuld you traceroute and be sure? You may
have to do 'no mpls ip propagate-ttl' 
Also make sure no factors like policy based routing is
routing the packets thru some other interface.

2)In case-2, are the interface counters incrementing?
if you do, 'show interface tunnel123' or show
interface tunnel123 accounting'

If teh answer is 'yes' to the above questions, you may
better open a case with cisco.
