Are you trying to use mGRE for 2547 (something which CCO calls: "Dynamic Layer-3 VPNs (RFC 2547) Support Using Multipoint GRE (mGRE) Tunnels" ). If so please check out: http://www.cisco.com/en/US/products/sw/iosswrel/ps1829/products_feature_guide09186a0080103d9d.html You will see that you don't need to configure any tunnel interfaces (all are set-up automatically with destinations being your vpnv4 bgp next hops).
