Are you trying to use mGRE for 2547 (something which CCO calls: "Dynamic
Layer-3 VPNs (RFC 2547) Support Using Multipoint GRE (mGRE) Tunnels" ).
If so please check out:

You will see that you don't need to configure any tunnel interfaces (all
are set-up automatically with destinations being your vpnv4 bgp next
hops).
