Definition of a "slow WAN link"

Title: Definition of a "slow WAN link"

We are looking to upgrade our current corporate frame-relay network to a MPLS based IP VPN infrastructure. Some of the existing sites run VoIP with lfi on these circuits.

Is there a standard (IETF/IEEE etc) that defines a "slow WAN link" (and therefore requiring lfi to be enabled) as I have seen various whitepapers & configurations that differ between 1Mb and 2 Mb?
