if you have a service provider with Multicast over MPLS enabled network, you don't have to manage GRE tunnel at CE. On each PE, the provider creates a Multicast Tunnel Interface (MTI) and Multicast VPN VRF for each customer. The MTI encapsulates customer's Multicast packets within its own Multicast packet with a destination group that is unique for a particular customer and to which all PE for that customer belongs to. So, the service provider core doesn't need to known the multicast groups of each customer, instead, only knowns the necessary information for transport the encapsulated multicast packets.
