Bhavesh,

By 1 do you mean LSPs are pre-established but the LSP is picked *when* data
arrives? OR are you talking about creating the LSP when the data arrives?

If it is the former it is done today. If it is the latter it is not how MPLS
behaves - MPLS is inherently a control driven mechanism.
