Hi ,
 
Try to fixup I/O memory. As well as just observed that router is not reloaded full , it takes around 65-70 seconds to come in the normal condition.That could be just setting of PCounter to null zero.Which is forced the router s/w to reset.And before happening this situation, router CPU load goes to 95-100%.You can see it , if you capture CPU load also.
 
Try to reinstall the same IOS once again. And observe it.

but  one export has suggested to increase the I/O mem .
